Description:
Role Overview
We are looking for a visionary and hands-on Chief Technology Officer (CTO) to lead company’s technology function. The CTO will be instrumental in shaping and delivering our ISP infrastructure strategy — from core network design to rural last-mile deployment — ensuring high availability, low latency, and robust scalability.
This role requires deep expertise in ISP architecture, strong leadership in cross-functional teams, and the ability to align technical capabilities with business growth goals.
Key Responsibilities
Technology Strategy &
Innovation
- Lead the development and execution of the company’s
technology roadmap
- Introduce scalable, cost-effective, and innovative
solutions to improve service delivery and customer experience
- Champion the adoption of best practices in network
security, architecture, monitoring, and performance optimization
ISP Infrastructure Leadership
- Architect and oversee the implementation of end-to-end
ISP infrastructure, including:
- Core network infrastructure: IP/MPLS design,
routing (BGP, OSPF), peering, and transit arrangements
- Transport/backhaul networks: Fiber, microwave, and
wireless backhaul systems; understanding of SDH, DWDM, and Ethernet-based
transport
- Access networks: FTTH, fixed wireless access (FWA),
GPON, and hybrid solutions for rural deployments using aerial wooden
poles
- Redundancy and resilience: Design for high
availability, failover routing, and traffic engineering to support QoS
- Network management systems: NMS/OSS platforms, SNMP
monitoring, and centralized provisioning
- Customer edge & last mile: Configuration of
CPEs, OLTs, ONU/ONTs, wireless CPEs, and support for IPv6
- Lead infrastructure rollouts in greenfield areas, including
network planning, topology mapping, pole route design, and power systems
integration (solar/hybrid)
Operational Excellence
- Oversee 24/7 NOC operations to ensure uptime, fault
response, and SLA adherence
- Implement capacity planning frameworks, incident
response playbooks, and proactive maintenance schedules
- Standardize network documentation, configuration
management, and version control practices
Team & Talent Development
- Recruit, mentor, and lead a multidisciplinary
technical team (network engineers, infrastructure planners, systems
admins)
- Set performance goals, track KPIs, and invest in
continuous learning and professional certification for technical staff
- Foster a high-performance engineering culture with
strong cross-team collaboration
Cross-functional Collaboration
- Work closely with the COO, VP of Network Services,
and the CTO's direct reports to align infrastructure with commercial
growth plans
- Partner with Finance and Procurement to optimize
capex/opex for network expansion
- Collaborate with regulatory bodies (e.g., TCRA) on
compliance, spectrum use, and licensing
Experience & Expertise
- 10+ years of experience in ISP/telco network
engineering or infrastructure leadership, including 5+ years in a senior
or CTO-level role
- Proven track record in designing, deploying, and
managing:
- Layer 2/3 networks (VLANs, bridging, OSPF/BGP/MPLS)
- ISP backhaul architecture (ring/star topologies,
route optimization)
- Core services (DNS, DHCP, RADIUS, PPPoE, CGNAT)
- Rural and semi-urban deployments with a focus on
infrastructure constraints
- Familiarity with regulatory requirements, IP address
management (RIPE/AfriNIC), and peering policies
Education & Certification
- Bachelor's or master’s degree in Telecommunications,
Electrical/Electronic Engineering, Computer Science, or related fields
- Certifications such as CCNP/CCIE, JNCIP, MikroTik
MTCINE, Ubiquiti UEWA, or equivalent is highly desirable.
