Job Purpose

Leadership is the key to the success of this role. The Country Manager (CM) will provide overall leadership and direction towards achieving organization's vision, mission and goals outlined in its Strategic Plan through delivering on goals set out in organization’s Country Plan.


Scope of the Position

The CM is accountable and reports to the Global CEO (for HR and strategic decision making), to the CFO (finance and procurement) and Program Implementation Manager (PIM) (daily operation and project implementation).The CM is responsible for Tanzania’s overall program implementation, operational management, overall financial, legal compliance and resource management, both human and physical. The CM is responsible for creating a participatory and inclusive team environment and culture of working together towards the same goals. The CM provides mentorship and guidance to the Tanzania team, encourages discussion and initiative. The CM is responsible for building strong and mutually respectful collaboration with organization program participants, participating schools and government representatives.


Key Responsibilities

Leadership and Human Resource Management

  • Serve as a link between the organization’s CEO, the Executive Management Team and the rest of the organisation, ensuring accurate and timely information sharing and communication
  • Ensure that decisions as approved by the CEO are adhered to and that the programs and functions within operation, Education and Enhancement Programs are effectively and efficiently managed
  • Ensure the diverse teams of Tanzania efficiently and effectively deliver on their mandates while mainstreaming cross cutting issues gender equity, disability inclusion, environmental safeguards and promoting protection of vulnerable minorities
  • Ensure values-led and authentic leadership by offering a platform for the managers and all employees to unleash their potential
  • Is the Team Leader of the Tanzania Senior Management Team (SMT), preside over the management team meetings and all the general staff meetings of organization in Tanzania
  • Oversee all the Tanzania human resource functions outlined in East Africa Human Resource Manual and referring to the CEO as appropriate
  • Oversee staff recruitment, orientation, development and staff appraisal system for annual appraisals against KPIs for all staff in Tanzania
  • Conduct staff appraisals for the Tanzanian senior staff and oversees the process for setting staff KPIs against which performance is monitored for all of the ground staff in Tanzania


Strategy and Program Development and Management

  • Provide leadership in the development and implementation of the Tanzania Country Plan and the setting up of objectives that are responsive and conform to the Tanzania vision, mission and in line with the overall organization Global Strategic Plan
  • Oversee and supervise the development and implementation of the Tanzanian programs and projects, providing sound methodological and technical support to ensure use of participatory methodologies and consideration of cross cutting issues throughout all stages of organization Program/ Project Cycle as outlined in Program/Project Management Guidelines
  • Oversees and ensures implementation of the Tanzania monitoring and evaluation systems, monitoring data collection tools, targeted outputs and outcome indicators, periodic and annual learning days


Presentation and Partnership Management

  • Oversee and facilitate the development of new partnerships and relationships building with clear roadmaps showing roles, functions and verifiable partnership's indicators for monitoring, evaluation and learning
  • Ensure the strengthening of relationships and represent Tanzania and its interests in dealing with organization program participants, local communities, national and local government, international and local organisations, networks and media
  • Provide leadership and oversee the dissemination of organization’s values, vision and mission at the grassroots and at the national levels


Funding and Grants Management

  • Through research, networking and media, identify potential local or international funding opportunities and work with the CEO to grow funding partnerships
  • Co-operate with the PIC and Grants Manager in Global office to provide information and materials for submission of funding proposals and for timely and accurate acquittal reporting, including the DFAT ANCP program
  • Nurtures and grows relationship with local funding organisations and country representations (foreign embassies and high commissions) in Tanzania
  • In line with organization’s accreditation by the Department of Foreign Affairs and Trade (DFAT) and funding support through DFAT’s NGO Cooperation Program continuously promote and acknowledge these partnerships


Key Criteria

  • University qualified
  • Previous experience in an executive leadership role
  • Excellent communication skills (English)
  • Relationship building skills, both internal and external (partnerships with donors, community and government)
  • The ability to create a great culture
